How can I change my billing cycle?

You have to open a support ticket at http://www.netlinecorp.com/manage/submitticket.php with the desired billing cycle. 

Unfortunately, refunds cannot be given when you downgrade your account, but you may do so effective at the beginning of the next billing cycle.
